Finish the 9th mission on Legendary with the Scorpion intact. It’s best to do this mission with 3 or 4 players. Once you have your party set up, advance through the level until you reach the tank. Have only one person drive the tank while the rest recon the rest of the level and take out any enemy opposition. The tank driver will act as the respawn point since it is out of danger. Be careful not to go too far as the tank driver will teleport to your position. Once the recon team clears the area of enemies, have the tank driver drive up to that area and stay there and repeat the process.
If your find yourself low on health or ammo and are unable to find any after clearing out the area, have a teammate kill you so you can respawn with an Assault Rifle and DMR. If possible, try to hijack enemy Ghosts or Revenants as they can help greatly when used. Also pay attention for any Fuel Rod Cannons the enemies drop, as that weapon can help take out groups of enemies or vehicles. Be also aware of the Banshees in the level. Pick up a Plasma Pistol and disable it if you can so the tank can destroy it since you are unable to hijack it.

Put all of the settings to the max, in your favor bottomless clip, max damage taken, max damage dealt, etc , then put all the NPC settings to the max in their favor, and turn on all the skulls.
